Why these settings

The JCM800 2203 has a naturally mid-forward British tube character compared to Dimebag's ultra-tight solid-state Randall Century 200 II rig. To emulate his razor-sharp scoop without an external EQ pedal, the preamp gain is maxed on the High input, mids are pulled down to 3, and presence and treble are pushed high for that cutting attack. Adding an external EQ and delay pedal later will fully capture the soaring studio solo production.
